Introducing Stella Manzie 

 

Stella Manzie was appointed Chief Executive of the London Borough of Barking and Dagenham on the 1st March 2011.

Stella has been very active within the Barking and Dagenham Partnership so you may have already seen her at one of the meetings. If you haven't Stella will be at our Annual Conference on the 7th July 2011 at the Becontree Heath Leisure Centre.


Please find some information on Stella and the work that she has been doing prior to joining Barking and Dagenham below. 

Previously Stella held civil service Director General posts in the Scottish Government (Finance and Corporate Services 2008-2009 and Justice and Communities 2010-2011). 

She was Chief Executive of Coventry City Council from September 2001 until her appointment to the Scottish Government.  She was also Chief Executive of West Berkshire Council for four years having overseen its transition to unitary council from Newbury District Council.  Stella’s career has encompassed work in both the public and private sector. 

She was Borough Director of Redditch Borough Council for five years and spent three years as a management consultant with Price Waterhouse.  Her early experience included working for Birmingham City Council, the Society of Local Authority Chief Executives and the Association of County Councils. Stella’s educational background includes an MSocSci from Birmingham University and an MA in English Literature at Cambridge University. 

In 1997 she won the Birmingham University Kieron Walsh Memorial Essay Prize on the subject of ‘Citizenship’.  Stella was a non-executive Director of HM Treasury between June 2005 and June 2008.  In June 2007 Stella was awarded a CBE for services to local government.
